Arpin Man Faces Charges of Strangulation, Intimidation

A 33-year-old man will face charges of strangulation and abuse after police say he choked a family member.

David Dallman, of Arpin, is charged with strangulation and suffocation, battery, and intimidation.

According to police reports on May 4, an officer was dispatched to the 6000 block of County Highway N in Aprin regarding a domestic disturbance. The officer arrived and spoke with the complainant, who lives with Dallman.

According to the complainant, she got into an argument with Dallman that morning, as he would continually place himself in front of her, impeding her movement around the house. This moved into the bedroom, where Dallman would allegedly use her neck as leverage to push her backwards onto the bed.

According to reports, Dallman continued by squeezing her neck with both hands, restricting her breathing. After the incident the two separated momentarily, but as soon as the complainant attempted to call 911, Dallman took the phone from her and hung it up. The call still went through, and dispatch tried calling back after the hang up.

Dallman told police that there was an argument and that he ended up on the complainant’s chest, but did not remember anything prior to that.

If convicted, Dallman faces up to six years imprisonment and up to $10,000 in fines, as well as additional fines and jail time for battery and intimidation. His preliminary hearing is scheduled for May 13.
