Wisconsin State Statute 301.45 and 301.46, states that it is required by law for police to notify the public when a sex offender is to be released into the community.

According to a press release by Police Chief Kurt Heuer, the Wisconsin Rapids police department, along with the Department of Corrections and the Wood County Sex Offender Classification review team has provided the following information:

On Jun. 17, 2016, Larry Meddaugh, 54, will be released from jail and will reside in the city of Wisconsin Rapids. Meddaugh is 6’3, 205 pounds with eagle and heart tattoos on his left arm and shoulder. Meddaugh also has a Harley Davidson tattoo is on his right shoulder, and a diamond scar on his neck.

Meddaugh was convicted of third degree sexual assault in 1988, and second degree sexual assault of a child in 2001. Meddaugh must comply with all requirements upon release, as he is a lifetime registered sex offender.

“Please understand that the Wisconsin Rapids police department wants to create and maintain a safe community, but we also understand the reality that people are released from prison and must be incorporated back into the community,” said Heuer. “Thank you for your anticipated understanding in this matter. State law forbids the harassment of released sex offenders.”
