Central Wisconsin DOT Construction Preview

MADISON – The Wisconsin Department of Transportation North Central Region has released its first annual construction preview of all road construction projects taking place in 2021.
State and U.S. highway projects in Adams, Portage, and Wood counties include the following
Adams County
WIS 82, County B to the Marquette County line, April-July 2021
This project constructs new concrete pavement and new gravel base. The project also includes guardrail replacement, curb and gutter, and culvert pipe repairs.
WIS 82 will be closed to through traffic for the duration of the project. Traffic will be detoured via WIS 13, WIS 23, and I-39. Access to residents and businesses along the corridor will be maintained throughout the project.

WIS 82, from WIS 13 in the town of Springville to approximately 450 feet east of the County B intersection in the town of Jackson, about six miles, mid-April-October 2021.
Work consists of replacing the concrete pavement along with improvements to the layer of gravel material under the pavement where needed; existing gravel shoulders will be restored. Six culverts will be replaced along WIS 82 along with four others at Eighth and Ninth avenues. A storm drain and outfall at 10th Avenue will be added. The WIS 82 bridge over Neenah Creek will receive a new asphalt overlay.
WIS 82 will be closed to through traffic utilizing a posted detour of WIS 13, WIS 23 and I-39/US 51 during pavement replacement operations. During culvert replacement operations, affected side roads may be closed to local traffic during daytime working hours. The asphalt overlay at the bridge over Neenah Creek will be completed under a single lane closure with flagging. No material or equipment hauling to or from the project will be allowed during the Memorial Day, Independence Day, or Labor Day holiday weekends.

WIS 13, from the Columbia County line to approximately 1700 feet north of Golden Avenue in the town of Dell Prairie, 2.5 miles, May-June 2021.
Work consists of removing the top layer of asphalt and replacing with a new asphalt surface in the driving lanes and shoulder. Gravel shoulders will be restored. Curb and gutter and concrete median will be replaced in spot locations. The north end of the guardrail along northbound WIS 13, north of the bridge over Waubeek Road, will be repaired and extended.
One lane of traffic in each direction will be maintained. Motorists can expect bi-directional traffic, single lane closures with flagging or shoulder closures. Emergency vehicle access will be maintained. Holiday work restrictions will be in place for Memorial Day and Independence Day weekends. This is also part of a detour route for construction projects on WIS 82.
WIS 13, bridges at Little Roche-A-Cri Creek and Carter Creek, August-October 2021.
Both bridges will receive a new concrete deck overlay and polymer overlay. Little Roche-A-Cri Creek bridge will receive new bridge wingwalls and the steel beams at Carter Creek will be painted.
Traffic will be reduced to one-lane controlled with temporary traffic signals. Construction is expected to be about one month per site and could be done concurrently.
Portage County
WIS 66, 100-200 feet beyond the I-39/US 51 on/off ramps in Stevens Point, 0.017 miles, mid-April-July 2021.
WIS 66 work and I39/US 51 on and off ramp work consists of an asphalt resurface. Traffic signals will be installed at the I-39/US 51 northbound on/off ramp. Beam guard will be updated along WIS 66 median.
WIS 66 will be open to traffic with lane reductions. Holiday work restrictions will be in place for Memorial Day, Fourth of July and Labor Day, if needed. I-39/US 51 northbound and southbound on and off ramps will be closed one weekday night (Monday-Thursday) for each ramp for milling operations; they will also be closed one weekday night (Monday-Thursday) for each ramp for asphalt paving. Night ramp closures will use interchanges north (Business 51) and south (US 10) of the project interchange for “U-turn style” detours.

WIS 66, from the ramps at I-39/US 51 to 1000-feet east of Stevens Point Municipal Airport main driveway, .5 mile, late July-early October 2021
The existing concrete pavement will be removed and replaced with new asphalt pavement.
Road will be open to through traffic with a single lane in each direction.

Business 51, Springville Drive to Tommy’s Turnpike, April 2021 – October 2022.
Reconstruction of the roadway to a 4-lane concrete divided section, with a raised median and left turn lanes. Once complete, this section of Post Road will look similar to the sections immediately north and south of this project. The roadway will be widened, with new sidewalks, traffic signals, streetlights, and signing. Underground utilities including storm sewer, sanitary sewer, water, will be replaced. The Springville Pond causeway will be widened, and the related drainage structures will be upgraded.
The roadway will be constructed in stages and will remain open to one lane in each direction for most of the project. There will be a detour for vehicles and pedestrians during the summer of 2021 to construct the drainage structures for the Springville Pond. The vehicle detour is anticipated to be maximum of 21 days in duration, and the pedestrian detour is anticipated to be a maximum of 10 days long. Access to homes and businesses will be maintained along the corridor.

Wood County
WIS 80, bridge over the Yellow River, .11 miles, current until May 2021.
This is a bridge replacement on WIS 80.
WIS 80 is closed and detoured for 90 calendar days. WIS 80 south bound traffic is detoured onto WIS 173 and WIS 21 back to WIS 80. Northbound traffic is detoured onto WIS 21 and WIS 173 back to WIS 80. Detour route travels through Wood and Juneau counties.
