Woman stalked for 25 years

Creepiness ends in Clintonville arrest

CLINTONVILLE – Scott William Mueller, 73-year-old homeless man, is facing felony stalking and misdemeanor harassment charges after a 25-year cross-country pursuit of a woman he claimed to have “fallen head over heels” for in college.
He was charged on April 7 with one count of stalking and one count of violating a harassment injunction. The charges follow a decades-long history of unsolicited contact that began in California and culminated in Mueller’s arrest at the Landmark Motel in Clintonville.
According to the criminal complaint, the victim first reported the behavior to the Clintonville Police Department on May 16, 2025.
She told investigators that Mueller had been stalking her for a quarter-century, beginning with a letter she received while living in San Francisco. While the first letter was framed as a “long-lost friend” reaching out from college, the victim told police she did not remember Mueller, and a second letter was described as “completely inappropriate.”
Over the next 16 years, the victim filed three separate reports with the San Francisco Police Department. In each instance, authorities contacted Mueller and instructed him to cease all contact.
Despite these warnings, Mueller moved from Milwaukee to the San Francisco area to be closer to the victim. Unbeknownst to him, the victim had already moved back to Wisconsin by the time he arrived.
The pursuit continued even after the victim retired to Clintonville. She told police she began receiving letters at her new address, which “creeped her out” because she did not know how he had located her.
Mueller reportedly called her former place of employment so frequently that coworkers had to intervene to block his calls.
The situation escalated in early 2025 when Mueller sent letters stating he was traveling to Clintonville to see her in person.
On May 15, 2025, the victim returned home from an appointment to find a note in her mailbox from Mueller stating he had been there to see her and would return later.
“I am extremely fearful because this is the first time he has tried to make contact in person,” the victim told Sergeant Matthew Wright, according to the complaint.
She added that she had never actually seen Mueller in person and was afraid to leave her home. Later that day, the victim reported that Mueller had returned to her residence and attempted to open her door after she refused to answer his knock.
Police located Mueller at the Landmark Motel in Clintonville. During an interview with investigators, Mueller reportedly admitted he traveled from California specifically to see the victim, whom he referred to as his “old girlfriend,” despite acknowledging they had not spoken in years and she had never responded to his letters.
Mueller allegedly told Sergeant Wright that he “just can’t get over her” and believed that because she never explicitly told him to stop.
He also said he would like to be able to move in with the victim upon his arrival in Wisconsin.
When informed he was being arrested for stalking, Mueller reportedly claimed it was a “big misunderstanding” and suggested officers contact the San Francisco Police Department for a “good reference.”
